We carry out watershed management according to the requirements of natural and socio-economic conditions as well as regional economic development of  watershed, and clean pollution and soil erosion in watershed management as the center, to improve the ecological and economic benefits and social and economic development as the goal, and to efficiently use of vegetation and construction, and the establishment of Soil and Water Conservation comprehensive management model to create efficient ecological and economic functions of watershed.
